New Cornish County and Council

A new County a whole new can of worms?
On Saturday the 22nd of April, King LongJohnSilver created a new county: Cornwall. This was a logical step following the rapid addition of colonies in Wiltshire. It thus becomes the third English County, composed of Dartmouth, Plymouth, Barnstaple, Launceston and Folley. This is an example of how fast our Kingdom is growing becoming stronger, healthier and more powerful.

Or is it?
True, it certainly relieved Wiltshire of the burden of 3 of its colonies, a thorn in the side of a Council struggling to relieve itself of the heavy debt it had accumulated. It no longer has to support them and it has seemed to lead to an economic revival. A recent statement made by Wiltshire's Trade Minister Ailee said that

The TM shaved 68470,00 off of the debt.
but, it must be understood, off the astounding predicted debt of 93000. Eniwetok, a prominent member of our society seemed optimistic with the situation yet aknowledges the improvements that have yet to be made to pull Wiltshire out of it's economic grave:

For example mines are not yet turning a daily profit vs wage outlays, however instead of daily wages in excess of 4000 pounds over gold production two weeks ago, daily wages are now in excess of 900 pounds over gold production, or a savings of over 77%. Production continues to rise vs costs but we are not out of the woods yet so to speak.
However these numbers have yet to be verified by the Trade Minister, we are left in the dark as no other statement or response was made despite calls to do so.

But what of the new County, Cornwall? Let us examine the situation there.

Firstly, from a political point of view, there seems to be stability despite there not being a full temporary council list. The current positions are as such:

There are still three free places, whether they will be filled before the next elections is questionable but a County spokesman should be present to let the population of England know of the progression of the County at such a crucial time in its development.
Yet the permanent council lists are already being planned for. Lady Vaness has interestingly proposed a "Coalition" list for the first permanent Council, free of "political colors" as she puts it in her announcment. She calls instead, for experienced players, and at the time of writing, she is still accepting applications. This kind of list might avoid the complications and bitterness seen in the Wiltshire Council Elections between the CUW and the Patrons, if of course the members can stay neutral.
The England Coalition is also forming a list however nothing definate has been issued.

However, Cornwall does not seem as placid as might have been gathered from the political scene. Indeed, the recent rebellion in Dartmouth is proof of an underlying vulnerability and a hightened danger for the County. Although the town was quickly taken back, the presence of the County Judge Vaness was disturbing to many as there may be a conflict of interest. Keep reading the Free Press for more on the Dartmouth revolt situation.

We are still unaware of the realities of the economic situation in Cornwall as no statement has been made. We can only hope that the new County will survive its infancy. Let us hope, to continue the metaphor, that there is no can-opener.

Sussex signs Treaty with Brittany

Count Zero Star announced:

As of now, through this treaty, we're joining our efforts for the greatness and prosperity of our two lands, which have enjoyed so many years of friendship.

I. Cultural Harmony

1. Language
Each duchy or county party to this treaty will send a competent ambassador to the alliance, able to speak both languages, and enjoying the trust of the duke or count so that s/he can be certain that all exchanges will be kept strictly confidential.

2. Translations
If circumstances allow, the ambassadors can be requested by any member of a duchy or county party to the treaty to make a translation destined to the official instances of their duchy or county. For existing texts that are modified and require translation, the translation can be partial, and restricted to the portion(s) that was(were) modified.

3. The People
The dukes(duchesses) and count(esse)s hereby vow to promote exchanges between the towns of each duchy and county.

4. Financing
Any person, group or institution preparing an action/investment, even if of a personal nature, can request a financial assistance from the alliance. The request will then be discussed during the dialogue phase (see II-2)

II. Political Harmony

1. Embassies
In every duchy or county party to the treaty, a hall of discussion will be set in place (in the forum). Access to this hall will be restricted to the dukes(duchesses) and count(esse)s currently in place, as well as a part or the whole of their respective council members. Ambassadors will have the power to translate messages in a direct fashion (through edition).

2. Dialogue - Talks
At least once every two weeks, the dukes(duchesses) and count(esse)s will meet inside the alliance's embassy in order to discuss their policies, that of their neighbors and any subject placed on the meeting's agenda by any one of them.

III. Military Alliance

1. Discussions
At the request of one of the dukes(duchesses) or count(esse)s, the military staff of the alliance members can be summoned to engage in talks, and perhaps take action.

2. Engagement
In case of an offensive war started by one of the alliance members and deemed justified by the alliance, the alliance will have to give material support primarily, and secondarily its support in terms of men. If the alliance doesn't deem the offensive war as being justified, then no support is owed.

3. Alliance
In case of defensive war, the alliance will have to give its support in terms of men and material so that a common military victory can be achieved.

IV. Judiciary Cooperation

1. Cooperation
The judicial institutions of the alliance members vow to follow through all requests for prosecution placed by one of the members in order to punish crimes committed on its territory. The laws that will be used to prosecute the cases will be those of the county or duchy where the crime occurred.

2. Judicial System
The citizens of England tried before a Court of Brittany will not be subject to the laws that increase the punishments imposed on foreigners, they will be subject to the same common laws as non-citizens of Brittany.

3. Prosecution
The judicial institutions of the alliance members will use all means and networks of outside cooperation at their disposal to prosecute those who have committed a crime on any of our territories.

4. Veto
The dukes(duchesses) and count(esse)s always retain the right to place their veto on the prosecution of one of their citizens, as long as they provide a justification for their decision, this for all breaches of law that do not constitute a political crime.

V. Trade Cooperation

1. Discussions
If one of the trade ministers of the counties and duchies party to the alliance requests a meeting, the other trade ministers will have to take part in the meeting.

2. Privileges
The members of the alliance grant each other a right of mutual preference on matters pertaining to international trade: they will always favor an offer or demand coming from one of the alliance members over an offer or demand coming from another party. In the event of a foreign offer or demand that would be more profitable than those available inside the alliance, the members of the alliance involved with the offer or demand in question will meet to examine together the possibility of reaching an equivalent offer or demand. If no agreement can be reached, the original transaction will be allowed to take place.

3. Common Prosperity
The parties commit themselves to engage in profitable trade with favorable prices in a goal of mutual prosperity, under the leadership of the dukes(duchesses) or count(esse)s and the trade ministers.

It is agreed that the present treaty of alliance binds the counties and duchies signing it, without any validity limit, and that at the end of each election, the new duke(duchess) or count(ess) will pledge to remain true to the spirit and the word of the alliance's text during the dialogue phase (see II-2). Moreover, as the alliance is not a frozen entity, it will be possible, after a unanimous vote of all the dukes(duchesses) and count(esse)s already members of the alliance, to modify the text or propose new counties or duchies for membership, all this during the dialogue phase (see II-2).

Cornwall announces agreements with Sussex, Wiltshire, Languedoc, mining shortages

County Spokeswoman Lynet, has announced multiple Judicial Agreements the new County of Cornwall has made with neighboring English counties of Sussex and Wiltshire. Cornwall has also signed a Judicial Agreement with the French County of Languedoc.

The Judicial Agreements between the counties and Cornwall are expected to prevent criminals from committing crimes, then taking flight across the borders to other counties.

The Sussex Agreement:

In their almighty wisdom, the Lords Nogwa More, Count of Cornwall , and Zerostar , Count Sussex, wished to express their friendship by establishing a judical treaty binding Sussex and Cornwall citizens to preserve that friendship over years.

Article I
1. Upon the signing of this Judicial treaty, the contracting parties agree that no one should flee from legal proceedings or attempt escape from his/her Duke's authority on his/her lands.
2. A citizen accused in one or both counties must follow the laws and customs where the offence was commited.

Article II
1. If an accused person flees from a territory allied by this treaty in an attempt to flee justice, he will be either extradited or judged, by mutual agreement by duly apointed judical authorities upon who's lands he was arrested. Concerning the mutual agreement, it implies a full cooperation between prosecutors and judges from both countries in order that the defendant receive a judgment he would have received if he hadn't fled. The accused should also be provided a competent defence council by the Country in which he was arrested.
2. The procedure will be the following :
- Indictment on demand by the Duchy holding jurisdiction over the crime commited. Requesting Dutchy prosecutor will write the bill of indictment. Proof of Evidence against the accused will be required from the Requesting Dutchy to the responding Dutchy prior to posting of any indictment.
- The whole procedure is under the primary jurisdiction of the requesting duchy. The Local responding Judge will write the sentence, but will show motives of his decision following the law of the requesting duchy.
- Collaboration is required between juridical authorities from both duchies in order to keep the laws of both the requesting and responding Duchies respected

Article III
1. Lords, their heirs, and successors are contractually obligated to respect the entire treaty. Disregard of any clause(s) within this treaty frees the other party of his commitment until a compensation is made/or agreements can be reached.
2. A unilatteral cancellation of present treaty in a peacetime context should respect the following order, otherwise, it would be assumed as a hostile act and could lead to a response by the offended party.
3. To Cancel: A mail from the Duke will be sent to the other Duke, then an official and formal declaration will be published in the other duchy's Inn. Copies should be posted in the Embassies as well
4. Cancellation won't stop procedures already in progress between either duchy and will continue until judgement is rendered.
5. Any unilateral cancellation in a war situation will be assumed as a treason act and could lead to full retaliation
6. A full or partial rewriting of the treaty or even his cancellation can be decided by mutual consent.

Spokeswoman Lynet has also stated to the people of Cornwall that the county's mines are in a precarious state, and the county need more iron miners and stone quarry workers. Should the shortage continue, Lynet states the gold mines in Barnstaple and Plymouth may be closed. Lynet implores miners and workers to move to the following cities: Fowey, Launceston and Dartmouth and work the mines in these cities to assist the county with the shortage.

Currently, they have The_Light, who recently left CUE, as a mayor and Dani_DDD who is running for mayor as confirmed members. Trect has also appeared as a spokesperson in the Sevenoaks election and had this to say

When we debated their policy statement with them, all they could come up with nothing solid to prove their points.

I for one believe that UWS would be better served under a different leader, Mr Trect is the only articulate UWS member I have had the pleasure to meet, and he is the one who convinced dani_ddd that his boasts of providing cheap foods was a tad too liberal for teh economy to suffer. Anyway, they have their view points and I believe that they can voice them however they want, just don't expect others to sit peacefully and not even laugh. For the sake of Sevenoaks, I hope some one will contest dani_ddd and save the town.

CUE ... synonymous with greed and apathy, right? It's traitorous, fitful beginnings the master plan of Lady Vaness to seize the position of Countess for her own prestige, and who shares the alter-ego Dark Devil. From earliest times, CUE has stood, as a monolithic giant filled with unmotivated lackluster politicians, hanging on to power solely because it is the oldest and has the most name recognition.

These statements have been the clarion call of new startup political parties ... the Imperial Senate, The Alliance, The Organization for the Prosperity of England, Coalition of England ... every party which wishes to challenge the dominance of CUE (once called CUS) has had to make similar assertions.

But perhaps we can learn a lesson from the way this past election has worked out ... perhaps we can catch a glimpse into the reasons that CUE has existed, persisted, and continued to be favored by the majority of the population. Specifically, it may be worth it to look at the negative consequences the people of Sussex will have experienced by favoring, for the first time in history, a majority in election that was not CUE.

An initial burst of failure from the recently empowered Coalition of England has seen Zero Star openly criticized to an extent that CUE leadership has never been. Zero Star came into his position with no idea how to be Count, and clumsily cost England quite a bit while figuring it out. Unlike first-time Counts produced by CUE, Zero Star lacked a support network, unlike Harald Jarl.

The "dynasty" of CUE has done great things for Sussex, and continues to dominate politics in Wiltshire, which is thriving under its governance. The people of Sussex would be wise not to forget this in upcoming elections, and continue to support the organization whose wise governance and experienced core of members has contributed to England in a way no other political party has.

Believers! Your Fellow Citizens Need You!

A crisis of faith is in full swing thoughout England. Five towns at this time are unable to have mass due to a lack of priests. The mood is indeed quite grim in those poor towns. They are Southampton, Chard, Plymouth, Fowey, and Launceston. Cardinal Lorudce has infomed The England Free Press that there is a candidate for priest in Southampton who needs just a few more pounds to be level 2. When the Cardinal left his post of priest of Southampton to accept the post of Bishop of Clifton, there was a contract between Southampton's mayor, The_Light, and Deacon Glad to purchase goods at a higher rate in exchange for a commitment on Glad's part to remain preist in Southampton. As of press time, Glad is still level one and thus not appointed as priest.

Cardinal Lorudce released this statement:

At this time we have a need for 4 priests in England, (Chard, Plymouth, Fowey, and Launceston) and at the rate colonies are being added, we will need many more in the coming weeks. Mass cannot be said without a parish priest. The spiritual wellbeing and the mood of your town’s citizens depend on your parish having a priest. Please consider a life of service to your town. Ideally, we will have a level three priest in every parish. Until that time, we are allowed to appoint level 2 citizens to fill these offices.

To become a priest, you must be either level 3 and chosen to study the way of the church, or be level 2 and desiring to become scholars of the church way when you reach level 3. You can still run for and hold political office, work in your workshop, own and work your fields as a priest. You will need to enter your office a minimum of twice per week to prepare mass (clicking 1 button). The forum is where baptisms, weddings, funerals, etc will take place. You and/or your deacon will be encouraged to work there as well.

Citizens desiring to take up the mantle of shepherd/shepherdess of your town or other towns which are in need should contact the Bishop of your Diocese. (He/she can be found by going to your town’s church.) Level 1 citizens wishing to help the church can become deacons in their parish and assist in the forum aspects of church life. This will be a great way to prepare to become a priest in the future. Contact you priest or bishop for more information.

Let us hope that believers will respond to these pleas and step up to fill the gaps in the Church.

Macneil is accused of selling corn for a criminal price.


The charge description:
Macneil is accused of selling corn for a criminal price in his tavern "The Frenschy Pub" which can be found in Launceston.

Macneil was sent a warning by citizens of the town on the 26th of April; however, the illegally priced corn is still on the menu of his tavern today.

The Charge: Traitorousness
The Verdict: Guilty
The Sentence: Three days in prison

Judge's Statement:
As it has been proved that Sir Harald has pillaged the town of Dartmouth for his own personal profit, he's recognized GUILTY of Treason.
Your defense, Sir Harald, is just an offense to the Court. How dare you pretending that your action was to help Dartmouth when all you've done was just to buy all the town inventory at 1 pound and sell it back to the town at the maximum price ??
That's what I call PLUNDERING !

In consequence, I charge you with the maximum penalty allowed for your level : 3 days of jail. Plus the evidence found in the Town dashboard relates a minimum of 610 pounds you stole (addition of everything that has been bought to Harald by the TH).
Maybe some other evidence has been destroyed (NRP : the history is not long enough) , in consequence, I add 20% to this estimation, your fine is 720 pounds.

May this verdict be an example for whoever think that Cornwall towns can be sacked easily.

But the defendant seems honnest and admitted his mistake by removing all breads at a high prices.
In consequence, I charge the defendant to a symbolic fine, hoping he will practise correct prices in the future...
